Darjeeling set for historic treaty - amid controversy

Siliguri, July 17 (IANS) The hills of Darjeeling are set to see a historic tripartite pact Monday between the Gorkha Janamukti Morcha (GJM), the West Bengal government and New Delhi. But the Left Front is against it.

'The people of Darjeeling are eagerly waiting for the agreement. This treaty will bring development in the hills,' GJM spokesman and legislator Harka Bhadur Chetri told IANS.

Apart from Chief Minister Mamata Banerjee, union Home Minister P. Chidambaram will attend the event at the Darjeeling Gorkha Hill Council (DGHC) resort in Sukna in Kurseong sub-division.

'People from the Darjeeling hills dressed in traditional attire will receive the chief minister,' Chetri told IANS.

After ending the Left Front's 34-year rule, Banerjee opened a dialogue with the GJM to resolve the long pending problem of the hills.

Last month, after a series of meetings with the GJM leadership, Banerjee claimed the Darjeeling issue has been resolved.

The GJM, however, said it has not gone back on its demand for Gorkhaland and called the pact the 'foundation of a separate state'.

There is speculation that GJM chief Bimal Gurung opted out of signing the treaty due to resentment among a section of hill people that he had scaled down his demand for statehood.

'It is a decision taken by the president that (GJM general secretary) Roshan Giri will sign the pact. More than this I cannot say,' Chetri said.

At the core of the pact is the formation of a new autonomous elected hill council, the Gorkhaland Territorial Administration (GTA), armed with more powers compared to its former avatar, the Darjeeling Gorkha Hill Council, formed in the late 1980s.

A nine-member high-powered committee, comprising four members each from GJM and the state government and one from the central government, will be formed to study GJM's demand on demarcating the Gorkha majority areas in the Terai (plains of Darjeeling) and Dooars (foothills of the Himalayas) for inclusion in the council.

The Left Front feels the proposed agreement will only aggravate the problem of the hills. Leader of the opposition in the West Bengal assembly Surjya Kanta Mishra said he would stay away from the function.

Kshiti Goswami, a leader of the Revolutionary Socialist Party (RSP), echoed Mishra.

'We are in the dark about details of the understanding. We oppose the change in the nomenclature of the council. We are also against the formation of the committee to include more areas in the autonomous body,' Goswami told IANS.

'We fear this agreement will aggravate the problem rather than solving it. We are apprehensive that inclusion of new areas under the hill authority, which the proposed treaty will consider, will create tension and anarchy,' Mishra said.

He said his party favoured the area under the hill authority being the same as that under the DGHC.

The GJM leadership slammed Mishra's statement and blamed the Left for not being honest in solving the problem.

'If he says he doesn't know anything about the agreement, then he is not saying the truth. He was present in previous tripartite talks. They (Left) were never serious about solving the situation,' said Chetri.

North Bengal, particularly the plains of Darjeeling, saw several shutdowns this week called by political and social groups to protest the proposed pact.

These organisations, which include Amra Bangalee and Rashtriya Shiv Sena, plans to organise protest rallies Monday.

The demand for Gorkhaland covering parts of northern Bengal gained momentum in the 1980s under the leadership of Gorkha National Liberation Front (GNLF) supremo Subash Ghising.

But the reins of the movement were later taken over by the Bimal Gurung-led GJM.

Change anti-terror policy: Advani

New Delhi, July 17 (IANS) BJP leader L.K. Advani warned Sunday that terrorist attacks of the kind that killed 19 in Mumabi will recur unless the central government changed its policies.

'So far as the Mumbai killings are concerned, you can blame neither the chief minister (Prithviraj Chavan) nor the home minister (R.R. Patil) of (Maharashtra),' Advani said in the latest post on his blog.

'It is New Delhi that is squarely responsible.'

Both Prime Minister Manmohan Singh and Congress president Sonia Gandhi must realise that unless the government's anti-terror policy changed radically, such incidents would continue, he said.

The Bharatiya Janata Party (BJP) leader said the Congress should not try to find scapegoats for the Wednesday triple blasts in Mumbai.

'The common man must be feeling amazed to read the Maharashtra chief minister blaming the blasts on the NCP (Nationalist Congress Party) just because the home portfolio in the state is with the party,' he added.

The blasts at Opera House, Zaveri Bazar and Dadar killed 19 people and left more than 100 injured.

'Gita' teaching sparks row in Karnataka

Bangalore, July 17 (IANS) Karnataka's Bharatiya Janata Party (BJP) government has landed in a row over its support to teaching of Hindu holy book 'Bhagvad Gita' in schools.

The controversy took a new turn after Primary and Secondary Education Minister Vishwanath Hegde Kageri said July 14 that those opposing the Gita teaching should quit India.

Kageri said teaching the holy book was necessary to inculcate moral values in students. He made the comment at a function in Kolar, 65 km from Bangalore.

On July 8, he had announced in Bangalore that the government was 'open to making Bhagvad Gita teaching compulsory in schools'.

But Higher Education Minister V.S. Acharya said the programme should not be seen as religious teaching.

'There is no connection between Bhagavad Gita and religion. Gita has more to do with human values,' Acharya asserted.

Not everyone is convinced.

Many see it as an attempt to 'communalise' education, and are opposing it on the ground that it was unconstitutional for the government to back such a programme.

The issue reached the high court July 14.

On a petition by the Karnataka State Minorities Educational Institutions Managements' Federation challenging the official support to the programme, the court sought the response of the state and the central governments.

Kageri insists there is no compulsion to attend the programme, that it is voluntary and the teaching would take place only after school hours.

'The government is only supporting the programme, and is nor organising or financially backing it,' Kageri has been saying.

The programme is conducted by Sri Gangadharendra Saraswati Swami of Sonda Swarnavalli 'Math' in Sirsi in Uttara Kannada district, about 430 km from Bangalore.

The programme is for primary, secondary and high school students.

Though it has been on since 2007, the row erupted now as the programme's launch was opposed by the Students Federation of India, which is affiliated to the Communist Party of India-Marxist, in Kolar July 6.

SFI Kolar unit president V. Ambarish was arrested for trying to disrupt the sermon by Gangadharendra Saraswati Swami and released on bail five days later. Protesting the arrest, hundreds of students took out rallies.

Ambarish has filed a counter-case against Gangadharendra Swami saying he violated prohibitory orders banning assembly of five or people, which was in force in Kolar on July 6. He is seeking the Swami's arrest.

Asked why SFI kept quiet all these years, its state president H.R. Naveen Kumar told IANS: 'We have been opposing it since it was launched in 2007. But only now it has become a major issue because our Kolar unit head was arrested on false charges and held in jail for five days.'

The Kolar incident and the subsequent statement of Kageri have been condemned by the Congress and groups like Dalit Sangarsh Samiti and Komu Souharda Vedike (Forum for Communal Harmony).

All of them have demanded Kageri's dismissal from the ministry. Chief Minister B.S. Yeddyurappa, bogged down by allegations of corruption, has not commented on the mounting controversy -- thus far.

'Court must control Badal's night stays in schools'

Chandigarh, July 17 (IANS) The opposition Congress in Punjab has sought the intervention of the Punjab and Haryana High Court to prevent Chief Minister Parkash Singh Badal from misusing government schools during his night stays, a party leader said Sunday.

Congress legislator Sukhpal Singh Khaira urged the high court chief justice to 'immediately take suo moto cognizance of chief minister's unlawful and absurd activity of turning classrooms into toilets for his night stay'.

During Badal's night halt after a public durbar in Chappianwali village July 7 and Kotbhai village July 8, classrooms in government schools were equipped with a toilet seat, media reports said last week. Portable air conditioners, sofa sets and double beds were also provided.

'Classrooms used as urinals were left stinking the next morning and due to this foul smell, children could not study,' Khaira said.

He pointed out that in one of the schools, students were made to sit outside in the heat as all furniture and equipment was dislocated due to Badal's proposed stay.

'Students of Kotbhai Adarsh school complained that their computers and tables were uprooted on July 7 and brought back on July 10, a lapse in their studies for three clear days,' the legislator said.

'The Congress is of the firm opinion that such misuse of government schools for political motives is nothing but an absurd and obnoxious activity, which will derail our education system,' he said.

Claiming that Badal is 'hell bent to destroy school infrastructure', Khaira said: 'In case the chief minister wishes to be amongst the people, he should choose residential premises of his party workers or gurdwaras. No government premises should be allowed to become a playground for politics and votes.'

Pak singer Asma Latta rejects allegations of being an 'Indian spy'

Peshawar, July 17 (ANI): Renowned Pakistani singer Asma Latta has rejected the allegations of being a spy for India, saying she could never think to spy against the country that gifted her respect and popularity.

While addressing a press conference in Peshawar, Latta, Urdu and Pushto singer, termed the allegations as 'baseless' and 'ridiculous'.

"I am a Pakistani citizen and belong to Vina city of Punjab. My parents are also permanent residents of this country," the Nation quoted Latta, as saying.

She said 'some people had started a vicious propaganda campaign against her and published some stories calling her a Hindu woman,' adding that she was a Muslim woman.

Latta said some people who were against her popularity wanted to defame her through media but these people would not succeed in their mean tactics.

She said she was a peaceful Pakistani and had no links with any spy agency or terrorist outfit.

An Urdu newspaper recently published a news in which Asma Latta was accused of spying against Pakistan and having sensitive pictures of government installations in addition to Indian and US currency. (ANI)

London, July 17 (ANI): Bharatiya Janata Party president Nitin Gadkari, who is on a six-day visit to London, on Saturday criticized Congress Party general secretary Digvijay Singh for saying that the involvement of radical Hindu outfits could not be ruled out in the recent serial Mumbai bombings.

"I don't want to take him (Digvijay Singh, General Secretary of federal ruling Congress Party) seriously. The best thing is that I don't want to make any comment," said Gadkari.

Singh claimed that he had evidence of involvement of Rashtriya Swayamsewak Sangh, the pro-Hindu radical outfit, in militant activities except the latest serial explosions in Mumbai.

Slamming the Congress's comment that India does not have a strong opposition, Gadkari said that his party did not need to give proof of their work to the ruling government rather it was for the people of the country to decide.

"We don't want or don't need a certificate from the Congress party. We are the opposition party; our contribution in Indian democracy is to be well understood by the people of India. So, we are fighting on that," he added.

Gadkari called the international community to join hands in strengthening the global framework against militancy in the light of the renewed attacks in Mumbai.

"It's the need for the world community to unite on the issue and to fight with the terrorist organizations. We should make boycott on the countries those who are sponsoring and supporting terrorism and to take stern actions on the countries those who are supporting terrorist activities and terrorist organizations. That is the need of the world community which I feel," he added.

Gadkari slammed the governance capabilities of ruling Congress party saying that the Indian political set up needed constructive thinking and fast track decision making process for speeding up the progress rate.

"The wrong policies and wrong economic policies, and bad and corrupt governance are the basic reasons for our problems. If development oriented governance comes in the Indian political setup, then the constructive thinking and fast track decision making process is there, and hence the future of the country can immediately be improved," he added.

During his hour-long address, Gadkari outlined the progress made by the BJP ruled states in the development of infrastructure, tourism and other sectors and invited the people of Indian origin to take advantage of the positive investment climate in these states.

Also present at the session were BJP leader Smriti Irani, former chief of northwestern India's Rajasthan state Vasundhara Raje, convenor of the Overseas Friends of BJP (OFBJP) Vijay Jolly, and president of the OFBJP UK, Surendra Sharma.

As per media reports, Gadkari would meet the members of the Indo-British all-party parliamentary group and Indo-European business forum in one of the committee rooms in the House of Commons on Monday (July 18).

He would also call on British foreign secretary, William Hague at the foreign office.

Gadkari would wrap up his visit on July 21 with a visit to the Lords stadium to watch India play their first cricket Test match against England. (ANI)

Book on cultural genocide in Tibet by Chinese releasd in Dharamsala

Dharamsala (Himachal Pradesh), July 17 (ANI): Social activists and intellectuals assailed the China's attitude to eliminate the Tibetan cultural heritage.

They were participating in a function to mark the release of a book titled 'Imposing Modernity with Chinese Characteristics: The Fate of Tibetan Civilisation' on the cultural genocide committed by China on Saturday.

The book was released at the Tibetan Centre for Human Rights and Democracy (TCHRD).

This publication is a concise report on the alleged cultural genocide that China is committing in Tibet with the Tibetan language, customs and other cultural aspects.

Anant Kumar Asthana, a representative of the Human Rights Law and a co-author of the book, stated that this book makes a clear attempt to look into China's role in the eradication of the original Tibetan culture in Tibet.

"This book is making an attempt to examine the charges of committing cultural genocide in Tibet on People's Republic of China. So this book is a kind of fresh attempt to look into the latest realities and to see whether whatever is happening in Tibet amounts to cultural genocide or not. So this book is an inquiry into that," said Asthana.

Ugyen Tenzin, Director of TCHRD stated that the book exposes China's misdeeds with the culture of Tibet.

"The cultural genocide taking place in Tibet is the Chinese government's systematic policy of eliminating the Tibetan culture, identity and language. That kind of a thing is taking place inside Tibet. So we have brought out in this report that how Tibetan identity and culture are being eliminated inside Tibet. The Chinese are claiming that lots of development is taking place inside Tibet. But are the developments benefiting all the Tibetans?" he said.

The researchers of the book have interviewed newly arrived refugees from Tibet explaining why there is such a massive retaliation and opposition towards the developments and why it failed to persuade Tibetans to remain within China.

An estimated 80,000 Tibetans, along with their spiritual leader, the Dalai Lama, arrived in India in 1959 after an unsuccessful uprising against the Chinese rule.

China has ruled Tibet since Communist troops marched in 1950. (ANI)

Delhi citizens pay tribute to Mumbai blast victims

New Delhi, July 17 (ANI): Citizens of Delhi took part in a candlelight march on Sunday, to pay homage to victims of serial blasts that rocked Mumbai on Wednesday, killing 19 people and leaving 132 injured.

A large number of people collected at India Gate to pay homage to the dead and injured.They lit candles on the occasion.

Three blasts rocked crowded areas of Mumbai, on July 13. It was one of the biggest militant attacks on India's financial and entertainment capital, Mumbai, since the November 2008 terrorist strikes.

The biggest blast was at the Opera House, previously a theatre and now a hub for diamond traders.

Another blast, took place in south Mumbai, at the Zaveri Bazaar, also India's largest bullion market, which was targeted by the militants twice in the past.

The third blast occurred at Dadar, a crowded area in the heart of the city,

While talking to mediapersons, people expressed their sorrow towards the victims and demanded that the Indian Government should take stringent action to combat militancy.

"We have taken out a peace rally against the bomb blasts that rocked Mumbai on 13 July, Wednesday. We have taken out the rally to pay tribute to people who lost their lives and want to give our message to the government that the government should immediately take action against the people who were behind these blasts and the culprits should be strictly punished," said Rahul Kumar Singh, a resident of Delhi.

The Mumbai blasts have send shockwaves across the country, with people enraged at the perceived inability of Indian security agencies in dealing with militancy and not providing security to the citizens.

"It's a request to the government, we want whatever terrorists are caught, we want they should be punished as soon as possible. We want that they should be killed as soon as possible. We don't want to feed them, we want to feed them with bullets," said Deepankar Sondhi, another resident of Delhi.

No one has claimed the responsibility for the blasts.

Consequently, all major cities across the country have been placed on high alert with security measures being beefed up at vital institutions and installations. (ANI)

Mumbai blast detainee dies in hospital after police probe

Mumbai, July 17 (ANI): Faiz Usmani, who was detained for questioning in connection with Mumbai's triple blasts, died in hospital on Sunday after allegedly being tortured in police custody.

Police officials admitted Usmani to Lokmanya Tilak Hospital, which is popularly known as Sion Hospital, in Mumbai, on Saturday after he reported feeling sick during questioning.

Medical Officer Raeen Kamar said Usmani's death was due to a brain hemorrhage.

"(Usmani) was admitted by the police, I had enquired to who brought him here- relatives, family. It is written in the admission form that police brought him here. A CT Scan of his brain was done, which showed massive bleeding in the brain. In this condition, ventilation and ICU are required, but due to non-availability of the bed, he was treated in the general ward itself. Now, he's dead. Brain hemorrhage could be due to shock and mental disturbance," said Kamar.

Usmani's family has claimed that the police tortured Usmani. The police has denied the charge, saying he was suffering from hypertension.

"My brother was sitting at the shop when they came calling for our father. My father, who was having lunch, immediately came down and was taken by 8 men to Chembur. Police came later on told our mother that father was admitted in hospital. When we came he was in a very serious condition, he was vomiting and was completely immobile," said Azeem Usmani, a son of Faiz Usmani.

Faiz Usmani is the brother of Afzal Usmani, who is currently lodged in a jail in connection with the 2008 Gujarat serial blasts.

Afzal Usmani is believed to be an Indian Mujahideen (IM) operative. The Mumbai Crime Branch arrested him in 2008. He is said to have provided cars in the 2008 Gujarat serial blasts.

Three blasts had rocked crowded areas of Mumbai during rush hour on Wednesday that killed 19 people and injured over 131 in one of the major militant attacks on India's financial capital since 2008.

The major blast was at the Opera House, which once housed operas and is now a hub for diamond traders. The other blasts occurred at the Zaveri Bazaar, India's largest bullion market, and Dadar, a crowded centre of the city.

No one has claimed responsibility for the blasts as yet. (ANI)

Australia done and dusted, needs to ring in changes to perform at best again: Jones

Sydney, July 17 (ANI): Former Australian cricketer Dean Jones just can't believe it is taking almost half-a-year for Cricket Australia and the Don Argus-led committee to determine what is responsible for Australia's drop in rankings from number one to number five.

"This could have been done by now. Why are we waiting?" asks Jones, who is also a columnist for The Age.

"Everybody knows now what's going on. It's ridiculous. I just can't work out why it's taken four months to work out where we need to go as a team and a unit," the Sydney Morning Herald quotes Jones, as saying further.

According to Jones, the coaching set-up, led by head coach Tim Nielsen, has been a major issue.

Nielsen, who did not play at an international level, is contracted until after the 2013 Ashes campaign, and Jones and others of his ilk feel that improvements will need to be made if he is to last the Australian summer, and that doesn't necessarily mean winning, but rather the manner of individual and team improvement.

"Is he a coach or is he a manager?" Jones asks.

"It's his last roll of the dice. If he doesn't do any good by Christmas or after India, they might sack him earlier anyway," he feels.

There remains debate as to who was to blame for left-arm fast bowler Mitchell Johnson's Ashes nightmare - the coach or a player not always willing to take advice.

The hiring of former spearhead Craig McDermott, with 291 wickets in 71 Tests, as the new bowling coach, is being thought of as a step in the right direction.

Youngsters at the Centre of Excellence already speak highly of him. Uncapped predecessor Troy Cooley, who had occupied the role, was not as successful with the Australian bowlers as he was in England.

Johnson last week said McDermott had already shown him how to better grip the ball, hopefully improving his control and accuracy.

Captains have traditionally run the Australian side - except when a young team needs help.

According to Jones and others, this balance of power is likely to be split more evenly as new captain Michael Clarke finds his way.

Clarke had made it known for two months he wanted former Test gloveman Steve Rixon, his first coach at NSW, to replace Mike Young and take charge of fielding in the Australian side.

Standards have fallen in recent seasons. Clarke wanted a hard nut to run these sessions in the mould of a Bob Simpson. Rixon's history with the Blues, in New Zealand and with Indian Premier League champions Chennai Super Kings is impeccable.

Justin Langer remains the batting coach, although questions have been raised about his value to the team. It has been said Langer needs to become more technically oriented as opposed to "being a mate".

He must also improve the team's running between the wickets.

Other issues include cutting the number of people allowed in the dressing room. It's been said the players haven't been allowed to adequately prepare and focus because of all the support staff and outsiders crowding their space.

One suggestion has been to allow former Test players to briefly work with the squad and "talk cricket", particularly on overseas tours.

Then there's the issue of the selection panel, criticised, perhaps harshly, for axing Simon Katich. As Jones says, it's time for answers. (ANI)

No delay in FM talks with India, says Pakistan

Islamabad, July 17 (ANI): Pakistan has said that there will be no delay in Foreign Minister level talks between Pakistan and India and expressed hope that talks will be held at the end of this month in New Delhi as per schedule.

The Foreign Office Spokesperson Tehmina Janjua said the dates for the meeting are being finalised keeping in view the engagements of Pakistani and Indian foreign ministers.

"The Pakistan-India Ministerial level meeting will be held in New Delhi at the end of this month but dates are being worked out," The Dawn quoted Janjua, as saying.

Minister of State for Foreign Affairs Hina Rabbani Khar will lead Pakistan's delegation to the Pakistan-India Ministerial level dialogue in New Delhi.

Janjua said the Foreign Minister level meeting will be preceded by a meeting of the two foreign secretaries in New Delhi.

She said another meeting of the Working Group on Cross-LoC Confidence Building Measures relating to trade and travel of Kashmiris will be held in New Delhi on July 18.

And Director General South Asia, Zehra Akbari will lead the Pakistani delegation in the meeting. (ANI)
